How to enable code search without indexer?

The feature announcement made it seem like it would be enabled automatically if no indexer is configured. However, after upgrading to 1.22, I cannot see the search feature on any of our repos.

I checked the documentation, and it doesn’t mention any config option for this feature. Maybe I missed something?

It’s our problem that we didn’t update the screenshot even though we should have.
