How to make Gitea Actions work on gitea.com?

I hoped that enabling Gitea Actions would be as simple as enabling GitHub ones: just adding some YAML workflow file somewhere and switching some knobs somewhere. When I tried to add such file, there seemed to be some recognition of its existence, but the runner never really started and it eventually timed out. Did I miss some knob to turn? Is it just that runners are not available on free tier? I do pay a little ($50/year unlimited) for SourceHut CI, so I would be willing to do so for gitea, but I haven’t found a place.

What I am missing?

Hi, currently there are no free runners available for Gitea.com (for same reasons that SourceHut removed their free-tier for runners), but you can use a self-hosted runner. We are working expanding the managed runners service that Gitea Cloud has to gitea.com so users can have runners on there too (atm we are dogfooding the managed runners from the Gitea org on gitea.com, and considering how best to expand for others too).

I was not talking about FREE runners (which is also why I
mentioned SourceHut), I am willing to pay reasonable fee for
it (see SourceHut pricelist for an example [1]), because I
understand that it is really expensive to maintain hardware for
those tests and it can be quite easily abused for soem nefarious
purposes.
