Archive repo option missing - administrator access

Create ORG-1.
Inside ORG-1 there is a TEAM-1 with permissions Administrator Access.
USER-1 is inside TEAM-1 but cannot archive repo from GUI.
Danger zone section is not available.
Is this a bug or a feature?
Github allows archiving to administrators inside Team/Org.

IMO, only members of Owner team could do that.
