Actions 的 default url 为 Github 时，国内无法使用

官方能不能和之前的版本一样支持，自定义 url。
现在就 github 和 self，另外 self 也没有说明如何去配置这样的一个 root repository。

github和self 都是针对相对actions路径的。
Self 就是从自己的 Gitea 实例中去获取actions。

任何时候你都可以通过写全路径来bypass 这个配置，比如：

uses: https://github.com/actions/checkout
