Is there some command line tool I can use to initiate a merge request, etc.  
Something like [https://hub.github.com/](https://hub.github.com/) for github

Yes, we have [tea](https://gitea.com/gitea/tea), though creating a PR is [not implemented yet](https://gitea.com/gitea/tea/pulls/59).
