To save anyone else from having to dig this up, it was intentional rather than an oversight and just not mentioned as breaking in the changelog:

>
> Official releases are built by Golang toolchain with CGO disabled.
>
> For packag…ers who need to cross-compile with CGO, use "build" target with proper TAGS/LDFLAGS/CGO\_CFLAGS to make "$(EXECUTABLE)" target run the "go build" command.

> Major changes:
>
> 1. binary names are simpler than before:
> \* \` gitea-main-nightly-darwin-10.12-amd64\` =\> \` gitea-main-nightly-darwin-amd64\`
> \* \`gitea-main-nightly-windows-4.0-amd64.exe\` =\> \`gitea-main-nightly-windows-amd64.exe\`
> 2. \`386\`-target binaries are not built anymore
> 3. \`gogit\` binaries are only built for main-nightly but not stable releases (#39324)
